How long does it take Maldivian police service to answer a email ? / Efficiency of Maldivian Police Service

TL;DR: Maldives Police service has a non functioning email address listed as there contact service.IT  takes 55 days to reply a email with a non answer answer once it is sent to “proper” email address. They are incompetent or lazy or plain just do not care of serving the public in any manner.

I sent this email to Maldives Police service after my grandmother had to spend 45 minutes in a  ambulance unable to get into the house after some asshole parked in front of my house blocking the door. The police took 30 minutes to respond and only thing after they arrived was place a sticker (summon) on the vehicle and stood around. Once i got to know about this i sent the letter to Police asking them some questions. on 18th  of February 2014. The email address I sent this email to was on there contact us page  http://www.police.gov.mv/#contact. Here is a screen shot in case they change it take on 5/21/2014

Mr Commissionaire of Police;
  What is your services KPI for responding to calls ? Is your service classified as a emergency / first responder service? If so is 30 minutes acceptable time  arrive any place in Male ? Why did we have to find the owner of the vehicle and contact the offending driver ourselves ?. I managed to contact your duty officer in charge  today from what he told me the average response time is 10 minutes for male. So why did it take 30 minutes for the officers to arrive at my house. They were clearly informed that a elderly sick patient was on a stretcher that could not be brought into the house. On top of that when I asked him why did  the officers not move the van and put a sticker on it and look on. I was told that this was due to not having tow vehicle in police. If they did not have tow vehicles why did they not break the glass to disengage the parking break to move it ? And are you seriously telling me Police service has such a lack of resources it is easier for a citizen to find the owner of a vehicle than police ?. I inquired from your duty officer what if my grandmother was stuck inside the house and we had to rush her out to hospital will Police take responsibility for any thing that happens to her cause of your services dillydally lack luster response ? or will your service throw your hands up in the air and say that there is nothing that could be done about it ?
On 22 of March 2014 after no response or acknowledgement of receipt of email  i sent the following email.
 I sent the attached email on February 18th 2014 it has been more than a month and I have not gotten a single reply from any of your organizations. When can I expect a formal reply ? What is your KPI to reply to emails ? Is it very hard to reply to emails ? Are you negligent or incompetent while taking taxpayers money ?.  <Attached email omitted >
I did not receive a  reply to that email too so I called them up on 24th of March 2014 and asked why it was taking so long for them to reply. They told me they do not receive  email on there published email address info@police.gov.mv some thing about it not being forwarded to internal mailing list and asked me to send the mail again to admin@police.gov.mv.  I sent the following email after our conversation.

Hi Police;
Please find Attached below is the email that you claim to never have received. For the Record I do not care or want to know your internal process regarding answering of emails. But I do expect if you publish email address as your contact info that you are able to revcive the email and answer promptly.

I got this very prompt reply from them on the same day
Dear Mr. Nashaath Rafeeq,
Please find that we have received your email today and have already sent it to the relevant departments to look into this matter. We apologize for the inconvenience regarding the issue and wish to inform that any negligence on our behalf would be admonished with severity to enhance our service delivery to the public.
Maldives Police Service wishes to apologize profusely for any inconvenience or stress to your family by the incident on our part and hope your grandmother recovers well.
After that It was radio silence from them so after 21 days of it I sent the following email on 15th of April 2014
Hello Police;
It has been 21 days since your last reply. When can i expect a official reply to my email.
On 19th of May 2014 I sent the following email
Hello;
It Has been over 55 days since my email and I am yet to receive a reply.  does Maldives police service work at this glacial pace or you just incompetent ?
I called them up at 7:55 AM  Male time and asked them why it was taking so long for them to reply was told only admin department will know and they start work at 8:00 AM. I called them on 8:05 and asked them if it is working time has started the lady who answered the phone said yes (I mean I have be sure right ? ). When I asked about why it was taking so long to reply to my email they said do not know. I asked to speak to who was in charge of  department and they replied he was not in (Apparently they do not need to come in on time ?). I asked to speak to the most senior staff on duty at that time. when I asked him why it has taken 55 days to reply the only thing he replied was “Balaafa Javaabudheenan”/”We will look into it and reply”. I asked him when i can expect a reply and he said the same thing.  I asked for  a phone appointment with commissioner of police and gave my  ID car no and contact info they replied they will give me a reply with in a week (lets see how long that week is)

Dhivehi Speakers can see that they have basically given a non answer to my questions instead just chronicled there actions that day.
I received following email from the Commissioner’s Bureau  today (21 May 2014)
Dear Mr. Rafeeq,
Commissioner’s Bureau of Maldives Police Service would like to know if you have received the attached response by our Traffic Police Department for your complaint.
Please kindly let us know.
I sent the following in reply
Hello CO Administrator;
Yes I have received the letter. But please do note that you have not answered any of my questions in fact you have completely ignored them all together or Is your staffs English comprehension skills lacking. My question to you were as follows
1) What is your services KPI for responding to calls ?
2) Is your service classified as a emergency / first responder service?
3) If so is 30 minutes acceptable time arrive any place in Male ?
4) Why did we have to find the owner of the vehicle and contact the offending driver ourselves ? (And no it was not your service that manged to find the owners)
5) Police service has such a lack of resources it is easier for a citizen to find the owner of a vehicle than police ?
5) why did they not break the glass to disengage the parking break to move it ?
6) Will Police take responsibility for any thing that happens to my grandmother due to your lack luster response ?
7) What if my grandmother was stuck inside the house and we had to rush her to hospital due to emergency ?
In any case as per my request yesterday kindly arrange a phone appointment with the commissioner of police at the earliest convince to him.
Such is the efficiency of Maldives Police service 55 days and calls to get a basic email answered and even when they answer its a non answer. Tell me again why is public funds being spent to coddle them  when they cant even provide basic level of service or protection to ordinary citizens ?
